Confrontation and the HEU program
I Introduction
Although the year 2000 had not enabled US-DPRK relations to progress beyond the Joint Communiqué, there was cautious optimism that the developments of the preceding months heralded the beginning of a thaw in their relations that would have marked mitigation of security dilemma dynamics. It is easy, in hindsight, to realise that the transition to the Bush Administration marked the adoption of a fundamentally different political mindset in Washington. This chapter will examine the implications of the US presidential transition from Clinton to Bush, in three sections. The first section examines the ideological foundations of the neoconservative ideology that formed the basis of the worldview held by George Bush Jr. and his advisors, underlining how this was to bring Washington into a collision course with the DPRK. The implications of the Bush Administrationâs neoconservative ideology for Washingtonâs relations with Pyongyang are explored in the second section of this chapter, in particular the looming collision course in USâNorth Korean relations from 2001 until Washingtonâs accusation in October 2002 that the DPRK had undertaken a clandestine Highly Enriched Uranium (HEU) program, leading to the reemergence of security dilemma dynamics in USâNorth Korean relations. Moreover, this section considers alternative explanations for the DPRKâs HEU program, followed by criticism of the Bush Administrationâs decision to terminate the supply of Heavy Fuel Oil (HFO) to the DPRK as undermining the basis for containing Pyongyangâs nuclear weapons program. The third section concludes this chapter by examining how the neoconservative ideology of the Bush Administration complicated efforts in exercising security dilemma sensibility in seeking the denuclearisation of the DPRK during the first three rounds of the Six Party Talks.
